Minister Avcı: New regulation of Preparatory Schools in offing, no rotation for teachers

Minister of National Education Nabi Avcı prepared a new regulation on the preparatory schools in line with the recent verdict on the issue by the Constitutional Court. Minister Avcı also declared the regulation to rotate teachers who had served in the same school for 15 years would not be applied.

Minister of National Education Nabi Avcı answered questions by journalists after attending the Workshop for Developing the Training and Examination Process for Drivers organized jointly by the Ministry of National education and the European Union.

Minister Avcı thanked the journalists for the massive interest they had shown to the workshop organized with the European Union and added “I am extremely happy that the media has also understood the importance and magnitude of the traffic problem and hence the problem of training drivers for our nation.”

Minister Avcı said the Ministry had discussed the annulment verdict of the Constitutional Court of the law regarding preparatory schools with legal experts as well as representatives of the private sector “we came to the conclusion that we can overcome the vacuum created by the verdict of the Constitutional Court after the preamble of the verdict was made public through an administrative arrangement after our consultations with legal experts and representatives of the private sector. We created this administrative arrangement with the help of the representatives of the educational sector. We will make the new regulation public this week and we will explain in detail what regulation was taken as a consequence of the points made in the verdict of the Constitutional Court. You will all see the reasoning of the Constitutional Court verdict and how we responded to each and every one with our regulation.”

 

New solution at the magnitude of the verdict of the Constitutional Court

Minister Avcı said “in our current legislations and regulations there is no such thing as preparatory schools. That is what we mean when we say there is a vacuum. The preparatory schools do not exist in our laws and regulations but as the previous law has allowed preparatory schools to remain open until September 1 as they are given the option to transform into private high schools we are thus creating a solution at the magnitude of the verdict of the Constitutional Court. We did this by consulting the educational sector.”

 

“We decided not to apply the rotation system”

Minister Avcı upon a question on the new regulations requiring teachers who complete 15 years in a school to rotate and go to new schools said “we evaluated the applications made to us. We undertook a simulation on the state of the teachers who have to be rotated and those who exempt. We saw that the results we wanted regarding educational goals were not fulfilled with the rotation system. So after that I conveyed the findings to our prime minister. Upon his advice and after deliberations within the Ministry we decided not to apply the rotation system.”

Also briefing the journalists about the latest state of appointment of teachers Minister of Education Avcı said “we will appoint teachers in August. Now there are speculations that we had said 47 thousand teachers would be appointed and yet 37 thousand are to be appointed so what happened to 10 thousand teachers. The law allows us to appoint 47 thousand teachers. These are state positions specified by law. All state offices and positions are specified by law for state establishments. The Ministry of Finance decides how many of these positions will be filled. The Ministry of Finance has decided that we can use only 37 thousand of our positions this year. So with the will of Allah we will be appointing teachers according to the permission of the Finance Ministry in August.”
